Job Description
Under the general direction of the District Manager, this position is responsible for providing leadership to improve programs, strategies, performance, and quality of District control operations. This position has direct supervisory responsibility requiring providing good example and high level of leadership. The Field Supervisor does serve as a coach and mentor for other positions in the District. As the District’s Safety Officer, the Field Supervisor oversees safety and training of personnel and the maintenance of equipment.
Essential functions – Plans and assigns regular tasks such as field inspections, control operations, and special projects. – Supervises the application of pesticides and ensures such applications of pesticides are applied in accordance with established laws, regulations, methods, and techniques. – Oversees the District’s safety program ensuring employees are trained in safe pesticide application, proper protective clothing and gear, and proper usage of sprayers, ATVs, and other equipment. – Instructs and supervises employee handlers in the mixing of pesticides. – Provides input in developing field procedures and conducts training on topics such as source reduction, inspection, and best practices in Integrated Mosquito Management (IMM). – Assists with the more difficult or complex public relations issues encountered by Vector Control Technicians through control operations by listening and responding to complaints or problems. – Investigates and provides accurate, logical assessments and information to the public or management to resolve issues as requested or required. – Organizes ground and aerial applications of larval and adult control products. – Assists with pesticide applications as needed (larvicide and ULV adulticide applications). – Assists with the preparation of daily schedules. – Selects or recommends purchases of District supplies and equipment. – Operates and oversees use and maintenance of sprayers, trucks, all-terrain vehicles (ATVs). – Assists with preparation and monitoring of annual control operations budget. – Keeps informed of current developments in vector control and vector surveillance, as well as biological, environmental, and regulatory changes to maintain skill levels. – Manages and maintains a system of operating records and ensures that all daily reports and records are saved and accurately completed by subordinate personnel. – Maintains pesticide inventory and supervises the application of pesticides, determines appropriate pesticides to use (also trains technicians on this topic) after considering mode of action and environmental effects. – Performs duties of District Manager in his absence and attends necessary meetings. – Assists in the interviewing, hiring, training, counseling, evaluating and discipline personnel. – Carries a cellular phone provided by the District during all work hours and when off duty. Knowledge, skills, and abilities Knowledge of mosquito biology and ecological principles. Knowledge of the Integrated Mosquito Management (IMM) program. Knowledge of safe-handling practices for various vector control pesticides. Knowledge of the relative geography and positions of cities, roads, and other landmarks in Clark County. Knowledge of supervisory techniques. Knowledge of chemical application calibration techniques. Skilled in reading and basic math’s. Skilled in operating spraying equipment and ATVs. Efficient use of Android and Apple cellular and tablet services. Ability to identify using identification keys for various species of mosquitoes (larvae and adults). Ability to respond to common inquiries or complaints, regulatory agencies, or members of the professional community. Ability to plan and direct the work of others. Ability to train and lead others. Ability to maintain cooperative relationships with those contacted during work activities. Requirements – Qualifications It is the applicants’ responsibility to identify in their application materials how they meet the MINIMUM QUALIFICATIONS listed below: Must be at least 18 years of age or older. High School diploma or equivalent. Four (4) years of experience with increasing responsibility in mosquito abatement or a related field of vector control with at least two (2) years of supervisory work. Education, training, and/or experience in vector control is preferred. Experience with Unmanned Aerial Systems (UAS/drones) and Geographical Information Systems (GIS) are not required but preferred. Must be able to obtain the Public Health Pest Control License from the Washington State Department of Agriculture with one (1) month of employment and maintain it in good standing. A valid Washington Driver License will be required within sixty (60) days of employment and must be maintained throughout employment. A recent DMV printout is required before employment. Ability to learn and understand the duties and responsibilities of the Clark County Mosquito Control District. Physical requirements – Moderate physical activity is required on a regular basis including lifting, reaching for, pulling, and carrying up to fifty (50) pounds. – Walking for long distances and climbing over and around natural obstacles. – Must be able to use hands and fingers to type, and grip and operate a variety of hand tools and other equipment. – Excellent vision, both close and distance. – Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions. – Possess ability to wear a respirator. Work environment – The work environment varies but normally is outdoors or in a vehicle but may include warehouses, office buildings, vehicles, wetlands, fields, etc. – Regular exposure to all types of weather is required as the position is required to work outside, exposed to high temperatures and humidity, sun, rain, and wind. – Exposure to loud and moderate noise levels will occur on a regular basis when around a variety of other equipment, motors, etc. – Working with and around chemicals, which are stored, handled, applied/used, and disposed of according to labeling instructions, is required frequently. Work requires use of protective devices such as masks, gloves, and goggles. – Exposure to moving mechanical parts, mud, fuel, fumes, and insects is required. – Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
