$7,035-8,639 Monthly

Under the general direction of the District Manager, this position performs highly responsible and complex professional duties involved in the financial reporting, analyzing, and auditing of financial transactions for the District. This position also serves as the Clerk to the Board, is responsible for District payroll functions and human resources functions.

Tasks include but are not limited to:

  • Assists the District Manager in formulating departmental policies and procedures, interprets federal, state and county laws, rules, and regulations pertaining to mosquito and vector control districts;
  • Assists in the development and presentation of management positions with respect to meeting and conferring with bargaining unit representatives;
  • Duties require access to confidential information which contribute significantly to the development of management positions in collective bargaining area;
  • Ensures that employees are informed as to changes in rules and regulations;
  • Plans, organizes, and maintains record-keeping, reporting and business office procedures;
  • Performs internal audits;
  • Manages personnel records and devises forms as required;
  • Maintains fiscal records and reporting information in accordance with District policies, procedures, and the law;
  • Provides recommendations regarding supportive services;
  • Achieves financial objectives by anticipating requirements;
  • Submitting information for budget preparation, scheduling expenditures, monitoring costs, analyzing variances;
  • Plan, organize, and direct district office’s administrative function including: budgeting and budget preparation;
  • Fiscal evaluation and control and accounting;
  • Personnel management and its related responsibilities including job auditing, classification recommendations, transaction, recruitment, injured worker case management, equal employment opportunities, labor relations, employee benefits and performance evaluations;
  • Maintains the general ledger and expenditure records, Budget to Actual, as well as Profit and Loss statements;
  • Works with CPA for annual audit of all District transactions, prepares monthly financial statement of operation, and prepares cumulative analysis of expenditure account for control of existing budget and for use in preparation of following year’s budget;
  • Creates reports and required filings to the State Controller;
  • Supervises the Administrative Analyst;
  • Performs related duties as assigned.

Knowledge, Abilities and Skills

  • Principles and practices of government accounting and financial reporting;
  • Principles and practices of finance, budgeting, public administration;
  • Theory and principles of statistics and their practical applications;
  • Thorough working knowledge of Generally Accepted Accounting Principles (GAAP), accounting theory, and auditing techniques;
  • Banking transactions and reconciliations;
  • Automated financial accounting and reporting systems;
  • Pertinent federal, state, and local laws, codes, and regulations;
  • Ability to analyze complex fiscal information;
  • Prepare comprehensive fiscal, financial, and budget analyses and reports;
  • Effectively communicate verbally and in writing.
