POSITION SUMMARY:
To supervise staff and oversee operations of the Vector-Borne &
Zoonotic Disease Division. Operations include a county-wide
mosquito control program, arbovirus surveillance, plague and
tularemia monitoring and investigation of human cases of these
diseases. The supervisor will be directly responsible for work
assignment and coordination of lower lever staff, including
discipline and conflict resolution, with a high degree of
accountability for personnel and programmatic resources. In
addition, this position requires participation in a variety of
public health planning and research efforts. The supervisor reports
to and takes direction from the assigned Environmental Health
Manager. This position will not be filled until March 2008.
ESSENTIAL FUNCTIONS:
- Possess and
be able to communicate an advanced knowledge of the biology and
ecology of vector-borne and zoonotic diseases endemic to New
Mexico, including plague, tularemia, hantavirus and West Nile
virus.
- Maintain a
current and in-depth knowledge related to ecology of wildlife
species found in and around Albuquerque, and their impact on
human health; be able to facilitate resolution of conflicts
between humans and wildlife.
- Track
developments in research and literature pertaining to
surveillance and control of vector-borne and zoonotic disease
and oversee the implementation of new methods and technologies.
- Lead the
response to incidence of infectious zoonotic disease by
coordinating staff to carry out investigation, assessment, and
remediation by appropriate methods.
- Participate
in planning and implementation of public health education and
intervention programs in cooperation with other public health
entities and research entities.
- Oversee the
development and implementation of research programs related to
vector-borne and zoonotic disease and wildlife ecology.
- Supervise
the insect and rodent control program for the City; evaluate and
purchase equipment and chemicals used in insect and rodent
control; conduct evening and early morning insect control as
needed.
Direct plague surveillance activities; ensure compliance and
protection with ordinances; participate in field investigations
and disease interventions.

Participate in the development and
implementation of goals, objectives, policies, and priorities;
recommend and implement resulting policies and procedures.

Direct, coordinate and review the
work plan for assigned environmental compliance and protection
services; assign work activities and projects; monitor work
flow; review and evaluate work products, methods and procedures;
meet with staff to identify and resolve problems.

Select, train, motivate and
evaluate assigned compliance and protection personnel; provide
or coordinate staff training; work with employees to correct
deficiencies; implement discipline and termination procedures.

Participate in the development and
administration of assigned budget; forecast funds needed for
staffing, equipment, materials and supplies; monitor and approve
expenditures; recommend adjustments as necessary.
MINIMUM EDUCATION AND
EXPERIENCE REQUIREMENTS:
Related education and experience may be interchangeable on a
year for year basis.
Bachelor's degree from an accredited
college or university, with major course work in life sciences,
public health administration or a related field, plus six (6) years
experience in environmental health compliance to include three (3)
years direct supervisory experience in a management and/or
administrative capacity. Preferred, direct experience in infectious
disease, ecology of vector and host species, biology of pathogens,
insects, rodents and other wildlife or a related field. Master’s
Degree preferred.
ADDITIONAL REQUIREMENTS: (Licenses, Certifications,
etc.):
Possession of, or ability to obtain, a valid New Mexico Driver's
License.
Possession of, or ability to obtain, a valid City Operator's Permit
(COP) within six (6) months.
Possession of, or
ability to obtain, OSHA 40-hour HAZWOPER and/or refresher training.
Possession of, or ability to obtain, a valid New Mexico Pesticide
Applicator's License within six (6) months from date of hire.

The Coachella Valley Mosquito and Vector Control District is now
accepting applications for the position of Field Supervisor. Under
direction of the General Manager and supervision of the Operations
Manager or designee, the Field Supervisor provides direction and
coordination to the vector control programs such as mosquito, eye
gnat and other vectors, the red imported fire ant (RIFA) eradication
program, supervises vector and RIFA employees, and participates in
the work of a comprehensive vector control program. Excellent
communication skills are necessary to handle public relations and
the media.
DUTIES AND RESPONSIBILITIES:
The duties and responsibilities include, but are not limited to the
following:
1. Supervises
District employees in the performance of RIFA eradication and vector
control operations including mosquito, vertebrate, invertebrate, and
disease surveillance.
2. Schedules,
assigns, and establishes work standards and evaluates the work of
assigned vector control employees.
3. Ensures
all safety training and practices are utilized at the District. May
be assigned duties of Safety Officer.
4. Handles
difficult or problem situations arising from field related
operations and complaints.
5. Develop
instructional manuals for staff on standard procedures for vector
control operations.
6. Maintain
a system of operating records and ensures that daily reports and
records are accurately completed.
7. Works
with Vector Ecologist to evaluate effectiveness of operations and
control methods, assists in studies, and develop modifications of
operational techniques.
8. Coordinates,
screens, and approves equipment, supply, and repair.
9. Works
with other public agencies and private organizations to ensure
collaborative efforts are utilized and vector control activities are
coordinated.
10. Participates
in public relations and community education programs; attends and
addresses community meetings and prepares educational materials for
distribution.
11. Performs,
participates in and recommends employee hiring, counseling,
disciplinary and other activities concerning District employees as
needed.

QUALIFICATIONS:

ENVIRONMENTAL CONDITIONS
Approximately half of the work is performed in extremely high
temperatures. Extreme dryness is present most of the time although
some weather conditions or locations include humid conditions. The
employee will be exposed to hazards which include insect bites,
chemicals, fumes, dust, hazardous control materials, venomous
insects, vectors and vector-borne diseases, rough terrain, inclement
weather conditions, vicious animals, poisonous plants and animals.
Compensation Range: Approximately $5,615 to $6,826 per month plus
generous benefit package including CalPERS (currently the 7%
employee contribution is paid by District), health insurance, life
insurance, disability insurance, and deferred compensation, two
weeks vacation, floating holiday, plus 12½ paid holidays annually.

Senior Biologist

Under the direction of the General Manager and
the supervision of the Scientific Operations Manager or designee,
this at-will position is responsible for the production,
distribution and evaluation of aquatic organisms used to control
mosquito larvae. The Senior Biologist coordinates the production,
distribution, and evaluation of the organisms reared in the
bio-control rearing facility, conducts applied research, works with
various research organizations, assists field operations, and
performs related work as required.
CLASS CHARATERISTICS:
The Senior Biologist supervises the Fishery and
Environmental Biologist, Assistant Biologist and other staff, full
time and temporary, hired to assist with the work at bio-control
facility at the District. Aquatic organisms used to control
mosquito larvae include but are not limited to: mosquito fish,
desert pupfish, other fish, tadpole shrimp, nematodes, copepods and
other organisms. Additional duties will include tasks such as
spawning fish, care and transfer of eggs, treating fish for disease,
inventory of fish, maintenance of the bio-control rearing facility,
conducting applied research, working with various research
organizations, overseeing and coordinating field stocking programs
with different organisms used for mosquito control, and related
duties as assigned. Responsibilities also include modification,
construction, and maintenance of fish and other organism’s tank
production systems, as well as outside pond production, budgeting
and purchasing of material and equipment necessary for outside and
inside production, stocking and evaluation.
EXAMPLES OF DUTIES:
Coordinates bio-control facility and associated
structures, stock of fish, tadpole shrimp, or other bio-control
organisms; in collaboration with Scientific Operational Manager and
other staff, plans, implements, and conducts the District’s fish and
tadpole shrimp planting program; cooperates with District staff in
conducting applied studies for new mosquito control organisms;
evaluates operational and regulatory requirements for implementation
of new species into our integrated pest management program;
evaluates and makes recommendations on proposed developments for
impact on vector production and recommends implementation of
appropriate measures; collects and analyzes biological data to
determine environmental effects of present and potential use of
biological control agents for vector control; prepares environmental
impact reports regarding the use of biological control agents for
vector control; ensures the District’s compliance with environmental
laws and regulations; maintains current awareness of federal, state
and local environmental laws and regulations; notifies staff on
changing requirements to the District’s practices; and performs
related work as required.
MINIMUM QUALIFICATIONS:

Advanced knowledge of aquatic ecology and biology with
strength in aquatic vertebrate and macro invertebrate biology and
ecology.

Thorough knowledge of fisheries biology, including ecology of

SUPERINTENDENT OF OPERATIONS
Description: Under the direction of the Manager, the Superintendent of Operations is in charge of the day-to-day field work in the District, coordinates the work of operating units, assists in planning and organizing the operations of the District, acts for the Manager, as authorized, acts as the Safety and Training Officer, enforces all District policies, programs and standards and does related work, as required.
Minimum Qualifications: Graduation from high school or equivalent. Four years of increasingly responsible experience in mosquito and vector control, public health operations or a large farming operation performing a full range of services including at least one year acting in a capacity of responsibility for the supervision of subordinate staff and program operations.
Qualifying Training and Experience: A Bachelor’s degree in a biological science is preferred. Applicant must have a combination of training and experience which demonstrates that he/she has obtained the required knowledge and skills and is able to perform the required work.
Other Requirements: Must have the ability to obtain a Certified Technician Certificate as issued by the State of California, a Valid California Driver's License with a good driving record and be insurable using the guidelines of our insurance carrier. An initial DMV printout is required. Applicant must successfully complete a pre-employment physical examination and drug test. Applicant must be a U.S. citizen or have a valid U.S. work permit. This is an at-will position.
Salary: $3,600 - $4,200 per month (starting salary), commensurate with qualifications and experience; excellent benefit package including (health, dental, vision and life) insurance, sick leave, paid holidays and retirement.
Position Status: This is a full-time permanent position subject to a twelve (12) month probationary period.

Secretary/Bookkeper
Description: Under the direction of the Manager, the Secretary/Bookkeeper performs advanced secretarial work (including but not limited to: clerical work, AP, receptionist, data processing), and is in charge of the office functions of a mosquito abatement agency; and does related work as required. Work also involves the application of bookkeeping skills and principles and the keeping of financial records. This person in this position usually works alone. When other subordinate clerical staff have been retained, the Secretary/Bookkeeper supervises them in routine clerical work. The Secretary/Bookkeeper is a confidential employee, maintaining the District’s fiscal and personnel files and serving as the Manager’s secretary.
Minimum Qualifications:
Possess a Certificate of Completion from a Community/Business College with a specialization in business-related studies; have three years of responsible bookkeeping, data processing, and secretarial experience of a progressively responsible and difficult nature. Any combination of training, education and experience that demonstrates an ability to perform the duties of the position will be considered.
Other Requirements: The Applicant must have a valid California Drivers License, a good driving record and be insurable using the guidelines of our insurance carrier. Applicant must provide a printout of his/her driving record from the California Department of Motor Vehicles. Applicant must successfully complete a pre-employment physical examination and drug test. Applicant must be a U.S. citizen or have a valid U.S. work permit. This is an at-will position.
Salary: $2,513 - $3,536 per month, commensurate with qualifications and experience; excellent benefit package including (health, dental, vision and life) insurance, sick leave, paid holidays and retirement.

The Position:
The Placer Mosquito and
Vector Control District is currently recruiting for
Entomologist-Biologist (limited term) position. Under supervision of
the General Manager, this is a specialized position to fill a short
term need for a qualified entomologist/biologist to perform accurate
insect identifications of primarily native mosquito species in
Placer County. The position entails the collection, identification
and processing of mosquitoes for the surveillance of vector-borne
encephalitis including West Nile virus. Work setting will entail
primarily working in a basic small lab with appropriate microscopes,
insect trapping equipment, and insect identification keys. Field
work trapping mosquitoes will also comprise some of the work.
Nature of Work:
Under the general
direction of the General Manager, plans and provides professional
biological and entomological services for the Placer Mosquito and
Vector Control District.
Illustrative Tasks:
Conducts studies
and surveys of mosquito sources, vector population ecology and
species distribution; establishes systems of vector population
measurements and collects, identifies, records, and evaluates
findings; does biological and chemical laboratory work. Performs
related work as required.
Knowledge, Abilities, and Skills:
- Thorough knowledge of entomology including natural history and ecology of mosquitoes and other vectors.
- Thorough knowledge of taxonomy of mosquitoes and capable to
readily and repetitively identify, sort and package large
numbers of live mosquito specimens.
- Capable to properly process mosquitoes for submission to
laboratories for further analysis.
- Thorough knowledge of biological and physical sciences.

Experience, Education, and Special Notes:
A valid California drivers’ license will be required at the time of

Graduation from college or university with specialization in
entomology, biological science, or related field, advanced degrees
preferred. Demonstrable combinations of experience and training,
either through literature or projects, may be substituted for
education.
Working Conditions:
Incumbent may be exposed to pesticides, chemicals, communicable
diseases, and other health hazards, inclement weather conditions.
The incumbent may be required to work non-standard work schedules
including evenings, weekends, and holidays.
Appointee will be required to pass a post-offer medical evaluation
or examination including drug screen and submit written
documentation of his/her legal right to work in the United States.
The Coachella Valley Mosquito and Vector Control District is now accepting applications for the position of Vector Ecologist. Under direction of the General Manager and supervision of the Scientific Operations Manager or designee, the Vector Ecologist plans and provides professional vector related services and technical advice to field supervisors, operational personnel, and the public in relation to mosquito, eye gnat, rodent, and other vector control programs of the District. Opportunities for advanced research and publication is available. The Vector Ecologist will supervise laboratory personnel and technical staff, as needed.
DUTIES AND RESPONSIBILITIES:
- Plans and conducts fundamental and applied studies and surveys of vectors including mosquitoes, rodents flies, and eye gnats including their sources, biology, and population ecology.
- Conducts disease surveillance program for the District.
- Collaborates with UC Research in enhancing and implementing the District’s vector-borne disease surveillance and control program.
- Establishes and maintains a system of vector population measurement.
- Supervises collection, identification, and record keeping of vector populations.
- Prepares analyses, reports, and recommendations associated with the scientific-technical programs.
- Plans, coordinates, and supervises field and laboratory tests to determine the efficiency of biological control agents and pesticides.
- Cooperates with State Health Department personnel to resolve vector control related operational and scientific issues.
- Keeps informed of current developments in entomology, vector surveillance and control.
- Presents papers at professional meetings. Conducts classroom training for students and the general public.
- Provides consultations to the public and institutions pertaining to vector surveillance and control activities.
- Participates in the training of personnel for State certification examinations.
- Attends Board of Trustee meetings as required.
- Performs other duties as may be required by the General Manager.
QUALIFICATIONS:
- Thorough knowledge of biology and ecology of vectors and rodent pests.
- Wide knowledge of pesticides, their application, effects, and the hazards to animal and plant life.
- Knowledge of biological, chemical and physical sciences.
- Knowledge of research techniques and investigative methods.
- Ability to plan and conduct vector and vector-borne disease surveys and studies independently, and develop and maintain record keeping systems.
- Ability to apply scientific principles to practical situations.
- Ability to speak and write effectively.
- Ability to supervise assigned personnel in the District.

REQUIREMENTS:
- Masters degree in entomology, biological science, or closely related field.
- A minimum of two (2) years in mosquito/vector control or related fields.
- Sufficient computer knowledge to work with word processors, databases, spreadsheets, and geographical information systems (GIS).
- Possession of a valid California Drivers license and driving record acceptable to CVMVCD insurance carrier.
- Possession of, or ability to obtain within one (1) year of employment, appropriate certificate of compliance issued by the State of California, Department of Health Services in the areas of mosquito control, vertebrate control and terrestrial invertebrate control.
- Successful completion of pre-employment physical examination.

ENVIRONMENTAL CONDITIONS:
- Approximately half of the work is performed in extremely high temperatures. Extreme dryness is present most of the time although some weather conditions or locations include humid conditions. The employee will be exposed to hazards which include insect bites, chemicals, fumes, dust, hazardous control materials, venomous insects, vectors and vector-borne diseases, rough terrain, inclement weather conditions, vicious animals, poisonous plants and animals.
Compensation Range: Approximately $5,896 to $7,167 per month plus generous benefit package including CalPERS (currently the 7% employee contribution is paid by District), health insurance, life insurance, disability insurance, and deferred compensation, two weeks vacation, floating holiday, plus 12½ paid holidays annually.

The San Joaquin County Mosquito and Vector Control District is developing a hiring/promotion eligibility list for the position of Mosquito Control Supervisor. Under general direction of the Manager and direct supervision of the Assistant Manager or designee, the Mosquito Control Supervisor provides direction and coordination to the mosquito control program, supervises vector control employees, and participates in the work of a comprehensive vector control program. Excellent communication skills are necessary to handle staff, the public and the media.
DUTIES AND RESPONSIBILITIES:
The duties and responsibilities include, but are not limited to the following:
- Supervises subordinate staff in the performance of vector control operations including mosquito, invertebrate, and disease surveillance.
- Schedules, assigns, and establishes work standards and evaluates the work of assigned staff.
- Ensures all safety training and practices are utilized at the District.
- Handles difficult or problem situations arising from field related operations and public complaints.
- Maintains a system of operating records and ensures that daily reports and records are accurately completed.
- Works with various staff classifications to evaluate effectiveness of operations and control methods, assists in studies, and develops modifications of operational techniques.
- Works with other public agencies, private organizations, and local residents to ensure collaborative efforts are utilized and vector control activities are coordinated.
- Participates in public relations and community education programs; attends and addresses community meetings and assists with the preparation of educational materials for distribution.
- Performs, participates in and recommends employee hiring, counseling, disciplinary and other activities concerning subordinate staff as needed.
- Performs other related work as required.
QUALIFICATIONS:
- Knowledge of general biology and ecology of vectors.

Compensation Range: Approximately $3,765 to $4,575.91 per month plus generous benefit package, including longevity pay plan, SJCERA retirement plan (2%@55½), health insurance (CALPERS medical, Delta dental, VSP vision), life insurance, LTD and STD insurance, two voluntary deferred compensation plans, two to six weeks vacation, 13 days sick leave, and 18 paid holidays annually.
